Dear Sir,

I feel that the stores that sell items should be required (by law?) to take them back for re-cycling.

The same goes for a number of other things - like printer ink cartridges, etc.

Indeed many of the larger cartridges have instructions for returning the empty cartridge to the United States.  Unfortunately, for us here in Bermuda that means considerable expense for the postage, etc.
