Re: The Policy on Bermudian Content on the radio

In accordance with Section 4(4) of the Broadcasting Commissioners Act 1953, as amended, the Broadcasting Commission has set the following date and time for the convening of a Special Public Meeting into the Minister's Directive regarding Bermudian Content on the radio:

Monday, May 18, 2009 at 10am

The Minister of Energy, Telecommunications and E-Commerce has directed that the Broadcasting Commission commence a consultation into the current Policy dated October 2005, of Bermudian Content on the radio. The Commission is inviting all interested parties, musicians, artists, entertainers and broadcasters to help determine how to best encourage and promote the broadcasting of "Bermudian selections."

In order to conduct our enquiry, we are requesting your assistance by providing the following information:

1. Do you feel that the Policy on Bermudian Content on the Radio, which is currently in place, is adequate for the proper promotion of Local material?

2. Is there sufficient quality local music to fulfill the 10% mandated airtime requirement throughout each broadcasting day for all of the stations given the mixed variety of music?

3. In keeping with the promotion of Bermudian music, do you believe that broadcasters do enough to promote local artists while maintaining their format?

4. What quantity of quality local music do you believe is produced on a monthly basis from local artists?

6. Please describe the kinds of music and entertainment provided by musicians, artists and entertainers that are available for local broadcasting.

7. The broadcasters have stated that some of the music produced by local artists does not fit into the format or "brand" of a particular station. In your opinion, do you believe that this is true? Please comment.

8. In percentage terms, how much local music do you think the radio stations play?

9. How would you propose to develop the declining local music industry?

10. Please provide us with any other information or comment that you think may be helpful to the Commission.

We kindly ask that you provide us with the above-mentioned information on or before May 15, 2009. The information obtained will be used at a special meeting to assist the Commission with its consultation of the Policy on Bermudian Content on the radio.

Please note that The Broadcasting Commission proposes to publish all responses received excepting for those that it considers to be defamatory or irrelevant.

The special meeting will be held at the Bermuda Underwater Exploration Institute (BUEI) on 40 Crow Lane, East Broadway at 10am, Monday, May 18, 2009.

Copies of the questions are available for collection at the Department of Telecommunications, FB Perry Building, 2nd Floor, 40 Church Street, Hamilton HM 12.

Oral submissions will be allowed at the meeting provided that persons wishing to make such a submission have informed the Broadcasting Commission of their intention to do so in writing by Friday May 15, 2009.

The deadline for written submissions will be 5:00pm, Friday May 15, 2009.
